At what age can a child legally ride on a motorcycle with parent?

I heard that you can take ur child on a bike at age 13, provideing they wear the proper helmet protection. If this is true please send me some proof to this-- Cuz a friend of mine seems to think that the age is 7. Please settle our bet. And please provide proof to any and all answers. Ur input is greatly appreciated!

Most states the age limit is 5.
The bike must be equipped with passenger footpegs and the passenger must be able to reach them.

Q. Would a cop give them a ticket, pull them over and tell them, arrest them, just pass by, etc?

PA law says children under 12 must wear helmets when riding a bike as driver or passenger. Big Wheels are excluded. If found not wearing a helmet, the fine is $25 but it will be waived if the person buys a helmet. If you are 15 the law does not apply to you. Below is a cutesy little brochure I found online.
