How can I get the front brakes on my bike from rubbing against the tire?

A kid messed with my bike and now the front brakes on it slightly rub against the tire, causing it to slow down much faster. How can I adjust them to fix this problem? Also the tire itself seems a little loose.

It might not be the brakes. Check these 2 below before adjusting the brakes.
1. Check that the wheel is firmly attached and aligned properly. Place bike on the ground. If it has a quick release lever then release it, make sure the axle is firmly in the fork, and then close the lever making sure there is medium resistance. The medium resistance ensures that the lever won't simply vibrate open. If it has axle nuts get a properly fitting wrench, loosen both nuts first and then tighten down.
2. Check the straightness of the wheel. Do this by spinning the wheel and watching for a wobble side to side. If it wobbles a lot, that is from one brake pad to the other, go to your local bike shop and get you wheels trued.

If neither problem above exists, then adjust your brakes.

For race bike sidepull brakes (ones where the arms reach from the top and pinch the wheel like a hand and thumb), see 3rd link

If all this doesn't help or is the least bit confusing, go to your local bike shop. They should be able to help you easily and quickly if it is a single simple thing.

What age do u think a child should be taught to ride a bike with training wheels? without training wheels?
What age do u think is appropriate for a kid to ride their bike into town with an adult or an older kid like a teenager maybe?
What age do u think is appropriate for a kid to be able to ride a bike downtown themselves?

it varies and depends how motivated the child is. my kids started riding w/ training wheels at 3 and w/o between 4 and 6 (some of my kids were more cautious and others were more motivated). they biked into town (maybe 4 miles for us) with an adult from about 5 or 6. as for by themselves, they haven't yet. my oldest is 10 and she sometimes bikes short distances around the neighborhood with a friend.

other thoughts: helmets are not optional. (speaking as someone who got a concussion riding my bike!)
