You go by the top tube frame size, here is a link to a chart. There are custom frame available that can be built with a top top up to 24 inches but I don't think he needs one that big.

i live in nyc. and not really a bike person. and read into that... my idea of a "bike" is something i dumped in the front yard as a kid, and a beach comber as a teenager.

but i live in nyc. and as much as i'd like another beach comber, that's a little too williamsburg hipster douche for my tastes.

doing some reading on brands for mt bikes etc. and cruising those police auction sites to nab a deal. seeing a lot of bikes with sizes in the 17-19 in range. but also seen a couple that're like 21 "

size charts i've seen... tend to vary a good deal.

so.. looking for advice. on what's best. or more so ...what would equate to a horrible ride. ie. a 17 would be a night mare. but anything under 23 would be manageable.(something like that)

like i said. i'm 6ft ish... i'd say. a fairly solid 6ft 1. maybe 6ft 2. although not very leggy. pants. size. tends to be. 30-32 long.
