I'm 13 years old, I've been thinking about getting a gas powered dirt bike for kids, there are trails about 40 blocks away from my house, I plan on riding there, doing a jumps, and riding back. Is it legal to do that?

Your parent will have to haul the bikes the 40 blocks to the trails. You cannot operate this on the road. Illegal.

I live in a pedestrian-friendly little city with lots of sidewalks. My apartment is close to the places I frequent and I feel safe in my neighborhood. I think, under these circumstances, it would be irresponsible for me to continue driving a vehicle and better for my health and my environment to ride a bike instead. However, I haven't been on a bike since I was maybe 11; can you give me some tips about buying a bike? Is there bicycle etiquette I should learn? Any tips for people who haven't been on a bike in years?
Also, I have a 5 year old son and I'd like to tote him around with me. What are your opinions of bike trailers?

if you're looking to peddle around the neighborhood, run errands, etc. i'd recommend a city/hybrid bike. add a rack/panniers to increase carrying capacity. i bought a used kid carrier i attach to my bike to go to the grocery store. can haul even more. while on this subject, i'm afraid you'll find your five year old is too big for one. they have a one hundred pound weight limit. an alternative is a kid's size bike minus the front fork/wheel that clamps to the seatpost of your bike. your son will peddle/coast along behind you. he is getting old enough to have his own bike. something to think about. i live in a smallish town, too. a lot gets overlooked, but technically riding on the sidewalk is a no-no. wear a helmet.
when you decide to get a bike, go to a bike shop. not knocking the mart stores, but you'll get the kind of help you need to make an informed decision at a bike specific shop. you'll get a higher quality bike as well. expect to pay more, but it's worth it in the long run.
