Not to be a party-pooper, but my feeling is that there will NOT be a notable increase in bicycle usage in the near future (5-10 yrs) in the US.

Why?

1. People are attached to their cars. Despite favorable weather and road conditions, the vast majority (probably near 95%) of cyclists I see on the road are on recreational or training rides, not commuting.

2. Oil prices have stabilized. OPEC wanted the crude price to settle near $70, and market speculators seem content. China stockpiled crude oil (as well as other raw materials) for its high growth, but China's economy has slackened as well and won't be driving up the price of crude in the near future.

3. Even at $5/gal, people still got in their cars last summer and drove like all was normal, even though their very actions (high speed of travel, frequent short trips, etc) were keeping the fuel prices high. Stupid is as stupid does.

4. Even during the Great Depression, most people kept their automobiles. Even at the cost of parting with other, possibly more important, belongings. Even when they had no money for gasoline or any need to drive. The auto brought independence at a high cost.

5. By far, most communities have lagged behind their once star-studded plans for bicycle infrastructure. Even when the economy was strong, there was seldom that extra bit of money necessary for striping bike lanes, installing racks, or cleaning the rubbish out of existing bike lanes and shoulders. Now there is no money for such worthy public works. City councils will still speak boldly of their ambitions in the interim, but very little will be done to make the roads safer for commuting and recreational bicyclists.

6. Commuting by bike isn't expensive, but it isn't free either. For short commutes to work, school or the store, it's cheaper than driving. But it still requires an outlay of finances. Consumables such as tires, chains and cables wear out. Bikes need regular care and maintenance. The average commuter will depend on someone else (the LBS) to do this work.

7. Cycling still falls behind the gym in popularity with fitness buffs. The gym is always there, many are always open, and there's no concern with weather, hazards, or any other "inconveniences" that still pale in comparison to what our ancestors dealt with on a daily basis.

8. Bike manufactures have nurtured a culture that road cycling is for the more affluent. High modulus carbon frames, integrated shifting, proprietary wheelsets, ceramic bearings, blahblahblah. While this isn't true of certain makers, it is true of the "big four" (c-dale, trek, specialized, giant). The high cost is a turn off for those that are financially conservative and a complete obstacle for those that lack the disposable income altogether. The technology is a great option, but the shops are killing off potential customers with their constant upselling.

9. Off road access for mtbikers is becoming limited in some areas. State parks and wilderness areas have closed access to some trails for fiscal reasons, and other trails are now off limits to bikes for liability reasons.

10. Kids don't ride bikes like they did 10, 20, or 30 yrs ago. They spend more of their time inside on various networking sites or playing Wii or PS17. It's not uncommon to hear of teens and young adults that are trying to learn to ride a bike for the first time,,,or have no interest in riding as an adult because they never learned as a child.

So, yeah, I say no significant increase in cyclists in the short term in the States.
